Q: What is the CardEx cash card Program?
A: The CardEx cash card Program provides financial institutions and retailers, with a risk-free, cost-effective way to capitalize on the growing, year-round popularity of prepaid cards. The Program is a proven, turnkey solution that will enable your business to offer a value-added service, increase brand awareness, and add revenue streams. Cash Cards are reloadable, non-personalized prepaid cards. They can be used by consumers at millions of locations worldwide that accept MasterCard or Visa debit cards. The cardholders are able to easily manage their cash flow and the card is a safe, convenient alternative to carrying cash.

How the cash card Program Works

Q: What is the process to set up a cash card program?
A: First, you must complete your CardEx Agreement. Upon executing the Agreement, you can:

Set up a "Deposit Fund," an account that you pay into before you order and begin selling cash cards
Place your cash card orders through your assigned CardEx Account Executive
Receive your cards, which arrive to you activated with zero funds
Begin marketing and selling cash cards to consumers
Apply funds (post-sale) to the cash cards, based on consumer specified denominations. You will use the secure CardEx Portal, which allows you to apply funds against the existing amount in your Deposit Fund.

Q: What is the cost of CardEx cash cards?
A: The cost varies depending on the number of cards you order. Your Account Executive will be able to give you the tiered pricing based on your card needs.

Q: What features are included with the price?
A: CardEx cash cards automatically include these standard services and support features:

Card activation
Card registration
Unlimited transactions
Unlimited, toll-free customer service (live and 24/7-automated assistance)
Web support

Q: What is the shipping and handling charge for my order?
A: There is a shipping and handling fee of $19.95 per order (for up to 300 cards shipped), which includes express delivery for one destination. There is an additional $9.95 charge per 300 cards ordered concurrently. Shipments to multiple destinations are charged separate shipping and handling fees per location.

Q: What card denominations are available?
A: CardEx cash cards can be purchased in any amounts ranging from $10 to $500.

Q: Does the cash card have a standard design and packaging?
A: Yes, each CardEx cash card is presented and secured in its own card carrier. Cards are available in a variety of attractive designs, and for your convenience, all the latest designs are featured in our GiftCard "gallery" at www.CardEx.com/Allcards.aspx.

Q: Can we customize the cash cards with our corporate logo?
A: Yes, CardEx offers partial and full customization:

Partial customization is available for an initial setup fee of $250 per logo. You must send your logo in EPS file format to CS3@CardEx.com for digitization. EPS artwork files contain specific color information that will help ensure your logo's image quality when it's professionally printed on the cash cards. Once you've sent your logo, please allow 2-3 weeks for approval by the Networks and for digitization processing.
Full customization is also available for an initial setup fee of $5,000 per design. Once we receive your artwork files, the full customization process includes:

- Printing press setup
- Plate setup and plate changes
- Card proofs
- Card proof shipping and handling
- Visa or MasterCard approval for card proof
- Secured card shipment to our fulfillment facility

Q: What marketing materials are available?
A: cash card sellers will receive new, professionally designed marketing collateral. These materials, including posters and "take one" flyers, will be available at minimal cost. We are also producing ad slicks, which are perfect for printing your own statement stuffers and other advertisements.

Q: Do we have to activate the cash cards when we receive them?
A: No, the cards have zero funds when shipped. You must apply the purchaser funds to the card. They must then contact CardEx to activate and register the card in their name for loss protection and other AVS benefits. There is no extra charge to register the cash card online at www.MyCardEx.com. We suggest that you inform purchasers to wait 1 business day,to allow for processing their transaction. When that period elapses, the purchaser or card recipient can begin using the card.

Q: What is the process for funding the cash cards?
A: Since all cash cards are delivered to you with a zero balance, you must fund them after they are purchased. This involves two easy "before" and "after" steps:

1. Before the consumer purchase: Prepay (and periodically replenish)
your CardEx Deposit Fund account.

2. After the consumer purchase: Go online to the CardEx Portal and
 fund each card purchase against the amount in your Deposit Fund.

Q: How long does it take before the cards are funded?
A: Funding is very fast - taking approximately 30 minutes. Most CardEx resellers prefer to set aside a few minutes, at the close of business, to visit the CardEx Portal and fund each cash card they've sold throughout the day. We recommend that you inform consumers, at the time of purchase, that cards will be available for use within one 1 business day. This will manage their expectations, while allowing your employees time to complete the funding process.

Q:Can the non-personalized card be re-loaded with additional funds after the initial purchase?
A: Yes, the non-personalized card can be re-loaded up to 3 times after the initial load. In order to add additional funds to the non-personalized card, the cardholder must activate and register the card as described in a later question.

Q: How does the cardholder replace the non-personalized card they purchased with a personalized card that can be reloaded multiple times?
A: When the cardholder calls the CardEx Customer Service area or goes to the web site to activate and register the original card, the cardholder information will be obtained and the cardholder can request a personalized card (the Replacement Card fee will be charged) if they choose. Upon receipt of the new, personalized card, the cardholder will call Customer Service or visit the web site to activate the new card. At that time the funds remaining on the first card will be transferred to the second, personalized card and the original non-personalized card will be closed.

Q: How does the cardholder add additional funds to the personalized cash card?
A: The cardholder can add more funds to their personalized cash card several ways:

1. The cardholder can return to your location with additional money to load onto the card. As a reseller, you simply apply those new funds in the same manner as the original purchase.

2. The cardholder can call Customer Service at +1.888.801.3770 to speak with a Customer  and use either a debit or credit card to apply additional funds to their card.

3. The cardholder can visit www.MyCardEx.com and via the menu add funds onto their card using either a debit or credit card.

Q: What networks are available?
A: CardEx works in cooperation with MasterCard and Visa networks. Each cash card is MasterCard or Visa-branded with logos signifying their acceptance at millions of locations worldwide.

Q: When do cash cards expire?
A: CardEx Non-Personalized cash cards are marketed with six month expiration dates. If the card expires, the card recipient can request a new card for a small fee. Personalized cash cards are marketed with a 12 month expiration date.

Q: What risks do we assume in this program?
A: The only risks you incur through the CardEx cash card Program are the original card fees, which are lost if you have unsold cards after 6 months. By design, the CardEx cash card Program is low-risk with high reward. It enables your business to capitalize on the popularity of prepaid debit cards among consumers, while increasing revenue streams, and potentially, brand awareness.

Q: Who is responsible for fraud?
A: CardEx assumes all risk and fraud liability. We understand that sometimes cash cards are misused by cardholders or that merchant transactions may be processed inappropriately. Typically, misuse happens through error, rather than fraud, but in either event, rest assured that you are protected.

Using cash cards

Q: Will the consumer's credit history affect their ability to purchase a cash card?
A: No worries, here. Personal credit history will not determine eligibility to purchase a CardEx cash card. cash cards are an excellent tool for managing personal spending. These cards, which allow users to replenish the card with more cash, have increasingly become a way for individuals to practice financial discipline and utilize prudent spending habits.

Q: How is the cash card registered?
A: The cardholder simply selects either of these options to register their cash card:

Visit www.MyCardEx.com. Click on "Register Card." Enter the 16-digit Card Number followed by their personal Access Code. Press the "Register" button, OR
Call CardEx Customer Service toll-free at +1.888.801.3770 to speak with a live Customer Service Representative.

Q: What are the cardholder benefits of registering the cash card?
A: Registering the CardEx cash card:

Updates the address associated with the card to assist in address verification as required by online merchants and catalog companies
Provides the cardholder with loss protection
Enables CardEx to contact the cardholder in case of fraudulent activity
Enables the cardholder to discuss the account with a live CardEx Customer Service Representative
Gives the cardholder access to Visa and MasterCard Rewards online

Q: What happens if the cardholder needs to return an item?
A: Each merchant location has its own return policies and will handle the returns in the same manner as any other MasterCard or Visa transaction. They may credit the cash card, provide a cash refund or issue a store credit.

Q: What if the cash card is ever lost or stolen?
A: The cardholder must immediately report a lost or stolen card to Customer Service at +1.888.801.3770. They can call 24-hours a day, seven days a week. A replacement card will be sent to the cardholder, minus a reissue fee that will be deducted from the card balance. As long as the lost or stolen card is reported immediately, the cardholder will not be responsible for any unauthorized charges. Please remind all customers to review the terms and conditions that are issued with the card, for additional information.

Q: Can a CardEx cash card be used for online purchases?
A: Yes, CardEx cash cards can be used to shop online. When shopping online, cardholders are eligible for merchant discounts offered through Visa at www.Visa.com. MasterCard offers discounts at www.MasterCard.com.

Q: How can the cardholder check the cash card balance?
A: That's a good question, because it's wise to periodically check the account balance. The cardholder can pick either of these easy ways to find out their account balance:

Visit www.MyCardEx.com. Click on "Card Balance." Enter the 16-digit Account Number followed by their personal Access Code. Press the "Check Balance" button, OR

Call CardEx Customer Service toll-free at +1.888.801.3770. The cardholder will be connected to our 24/7-automated service or they can opt out of the automated system to speak with a live Customer Service Representative.

Q: Can they track where they have used their cash card?
A: Yes,here's how they can obtain their transaction history:

Visit www.MyCardEx.com. Click on "Transaction History." Enter the 16 digit Account Number followed by their personal Access Code. Press the "View History" button, OR

Call CardEx Customer Service toll-free at +1.888.801.3770 to speak with a live Customer Service Representative.

Q: Can the cardholder pay their credit card bills with their cash card?
A: Credit card, utility, or other companies that accept a debit card as a form of payment will be able to accept the cash card. Ultimately, using CardEx debit cards, instead of regular credit cards, will save you the expense of potentially high credit card interest or other charges.

Q: Can CardEx cash cards be used at ATM's or POS terminals?
A: Yes, they can. The card recipient can call CardEx at +1.888.801.3770 or visit our website at www.MyCardEx.com to request a PIN before using the cards at ATM or POS terminals. The maximum daily cash withdrawal is $300 per day. Additional charges apply for PIN-based transactions and inquiries.

Q: Can the card recipient perform a cash advance with their cash card?
A: Yes. However, typically a cash advance fee of 2% may apply - although this amount varies by bank. In some cases, cash card users may elect to call CardEx at +1.888.801.3770 to request a PIN, and subsequently, withdraw cash from an ATM.
